Legislative Action Committee

The San Mateo County School Boards Association (SMCSBA) maintains a Legislative Action Committee (LAC), which leads the organization’s advocacy efforts. The LAC’s mission is to work with legislators to strengthen educational supports for our public school students.

The LAC’s annual priorities are driven by input from a range of school board members across San Mateo County. Accordingly, these priorities reflect diverse geographies, population sizes, demographics, and student grade levels.

This year, the LAC has taken advocacy positions on each of following items. Expand each item to read more.

The San Mateo County Board of Education’s School Funding Task Force has partnered with the LAC to address education funding inequities in the county and across the state. Together, they have worked with Senator Josh Becker’s office to formally request the Legislative Analyst’s Office (LAO) to prepare a report that evaluates root causes and proposes potential solutions. This bill proposes several updates to the Local Control Funding Formula (LCFF) based on diverse stakeholder input during a Joint Education and Budget Committee hearing in October 2024. The bill aims to provide a more equitable LCFF, including by incorporating regional cost adjustment factors.

This bill would require students to complete one full year of kindergarten before gaining admission into the first grade of a public elementary school. The bill seeks to strengthen the continuum of early learning for all students by increasing both enrollment and attendance in kindergarten.

This bill would establish a partnership between the Commission on Teacher Credentialing (CTC) and the Division of Apprenticeship to create a compensated credentialed educator apprenticeship program. The bill aims to address California’s ongoing educator shortage by introducing a new professional pathway that could mitigate fiscal barriers and increase workforce diversity. This bill would require annual administration of K-2 math screenings and timely, evidence-based interventions. By helping identify and remediate math difficulties earlier for students—including multilingual learners—this bill seeks to ensure broader access to the foundational skills needed for long-term success in school, work, and life. CSBA’s “Closing the Achievement Gap” legislative package is designed to establish a state accountability framework. Collectively, the bills would require the state—similar to local and county school boards—to adopt clear goals and measurable benchmarks for student outcomes, and to provide transparent and understandable progress reporting. The package is composed of the following four bills, each of which we support:
